Have you tried using keep-with-next/keep-with-previous on the rows? I
*think* that:
<!-- first of pair -->
<fo:table-row keep-with-next.within-page="always">
...
</fo:table-row>
<!-- second of pair -->
<fo:table-row keep-with-previous.within-page="always">
...
</fo:table-row>
should work (and would work even if one of the keep-with-* properties
were omitted).
